Is Murtha advocating a mutiny?

In his rebuttal to Bush's Independence Day speech at Fort Bragg, John "please don't give away the secret banking program but let's cut-n-run from Iraq" Murtha had this to say about the military:
Why then does the President continue to insist that our military shoulder the burden of this Administration’s mistake-laden policies?
Other than the fact they serve at the pleasure of the Commander-in-Chief (with Congressional oversight) there's a simple reason--the job is NOT finished. The country is still too unstable to evacuate mainly due to Saddam's long shadow over a network of insurgents controlled by his former subordinates. So, unless Murtha is suggesting a large-scale mutiny there's very little he can do. His Congressional house mates have repeatedly voted to 'stay the course'.

Nevertheless, amidst Murtha's blusterbun he does have a legitimate question--why can't we say the job is done? Saddam is in jail, a government is in place and we didn't find the WMD caches everyone expected. Mr. Bush, when asked this question, always insists we stay the course, regardless of the above. Assuming for a moment he's a relatively honorable and decent man with America's best interests at heart, we can only assume his hands are somehow tied.

The hand-tying may have something to do with his obvious brow-furling consternation everytime the MSM uncovers another secret counterterrorism program. He just can't give any details, but maybe we couldn't handle the truth anyway. So he moves forward, content with letting history be his judge.
